Quebec mosque shooter's 40-year sentence was 'cruel and unusual' punishment, appeals court rules

Quebec's Court of Appeal has ruled it was unconstitutional to give a 40-year prison sentence to the man who killed six people and critically injured several others in a Quebec City mosque in 2017.
