In London, Ont., people are lining up at Passport Canada offices before 4 a.m., in the hopes of renewing or applying for a passport. Early last month, Service Canada returned to pre-pandemic service in the hopes of meeting a surge in demand, but the long queues and hours-long waits have not subsided.
